WhatsApp chatbot for Dubai businesses: answer, qualify, hand over
A WhatsApp chatbot for a Dubai business should answer every enquiry straight away in English or Arabic, find out what the person needs, then book an appointment or pass the chat to the right person, with every enquiry and its source saved in your CRM. That is our AI Enquiry Desk: built on the official WhatsApp Business Platform, scoped to your business and openly introduced as an AI assistant.
At a glance
- Customer writes On WhatsApp, in English or Arabic
- Answers straight away From the knowledge base you approve
- Qualifies The few questions your staff would ask
- Books or hands over A free slot where your calendar is connected, or a person with the history
- Logged in your CRM Channel, time, summary and source
What the AI Enquiry Desk does
Customers message you on WhatsApp because it is quick. Enquiries get lost when the reply takes hours, when they sit on one employee's phone that nobody else can see, or when nobody records where they came from. The AI Enquiry Desk closes those gaps in four steps.
- Answers straight away in English or Arabic, from a knowledge base you approve: opening hours, location, services, what to bring, how booking works. If a question is not covered, it says so and hands over instead of guessing.
- Qualifies with the few questions your staff would ask anyway, for example what the person needs, where, by when and how large the job is. The answers arrive as a short summary, not as a chat log to read through.
- Books or hands over. Where your calendar or booking system can be connected, it offers free slots. Otherwise, or whenever the customer asks for a human, the chat goes to a named person together with the full history.
- Logs every enquiry with its source in your CRM: channel, time, summary and, where WhatsApp passes it on, the click-to-WhatsApp ad or post that started the chat. You see which campaigns bring real enquiries, not just clicks.
What it is based on: our own production setup
Schroer Digital is founder-led, built and operated with our German sister company Schröer Digital UG. The UG runs this kind of assistant in production for its own business on the official WhatsApp Cloud API. Incoming messages arrive through a signed webhook. A dispatcher assigns each message to exactly one topic queue, so each message has one owner and is not answered twice, and a message it cannot assign waits in the inbox for a person instead of being guessed. Free-text replies are signed as coming from an AI assistant, and rules such as the 24-hour reply window are checked in code before a message goes out, not only written in a manual.
Enquiries from the UG's own websites flow into its CRM automatically, with their source, no entry imported twice and test entries flagged. We do not have clients in the UAE yet. The setup described here runs in Germany and is the basis for what we build for you; the industry scenarios further down are examples, not case studies. WhatsApp Business app or WhatsApp Business Platform?
The free WhatsApp Business app gives you a business profile, quick replies, labels and simple greeting and away messages. It works well when one person answers a modest number of chats. It has no interface for other software, so an AI assistant, a CRM connection or routing to several people requires the WhatsApp Business Platform, usually through Meta's Cloud API.
- Platform: API access, webhooks, message templates approved by Meta, buttons, and several people and systems behind one number.
- 24-hour window: on the platform you can reply freely within 24 hours of the customer's last message. After that, only approved templates can be sent.
- Meta's charges: Meta charges per delivered template message; normal replies inside an open 24-hour window are free. Current rates are on Meta's pricing page.
- Your existing number: Meta lets a number that is already in the Business app be connected to the platform while you keep using the app ("coexistence"), if it is onboarded through Meta's partner sign-up flow. Some app features, such as broadcast lists and disappearing messages, are then switched off. Otherwise the number moves to the platform completely. We check which route fits in the first step.
Opt-in, transparency and the rules in the UAE
Replying to someone who wrote to you is different from sending promotions. Meta's WhatsApp Business Messaging Policy lets you contact people only if they gave you their phone number or username and opted in to receive messages from you, and you have to respect opt-out requests made on or off WhatsApp. If you use automation, you must also offer prompt, clear and direct ways to reach help, for example a transfer to a human agent. Since 15 January 2026, Meta's terms for the WhatsApp Business Solution also bar AI providers from using it when general-purpose AI is the primary function on offer. An assistant that answers questions about your own services and bookings uses AI in a supporting role, not as the product itself, and we keep it scoped that way.
In the UAE, Cabinet Resolution No. 56 of 2024, which regulates marketing by phone calls, has applied since 27 August 2024 to companies licensed in the UAE, including those in free zones. Its definition covers marketing to consumers, meaning natural persons, and expressly includes marketing text messages and marketing messages through social media applications. Companies need, among other things, prior approval from the competent authority, must not market to numbers on the Do Not Call Register, and may market only to consumers who have shown interest through a channel set up for that purpose. Federal Decree-Law No. 45 of 2021 on personal data protection makes consent the rule for processing personal data, with listed exceptions, and gives people the right to object to processing for direct marketing. Companies in free zones that have their own data protection legislation, such as DIFC and ADGM, fall outside its scope.
This is our reading of public sources, not legal advice. Before you run promotional campaigns, confirm with your licensing authority or a UAE lawyer.
- The assistant introduces itself as an AI assistant in its first reply and never claims to be a person.
- It sends no promotions to people who have not opted in. Opt-in is recorded with date and wording.
- Promotional templates include a way to stop messages, and a stop request is honoured.
- It never asks for full payment card numbers, financial account numbers or ID card numbers in the chat; Meta's policy prohibits asking for them.
Example scenarios by industry
These are illustrations of how the assistant can be set up. None of them describes an existing UAE client.
- Example, clinic: answers hours, location and how to book, offers a consultation slot and passes every clinical question to your staff. It gives no medical advice. The Dubai Health Authority sets standards for medical advertisement content on social media, so promotional health wording stays out of automated replies.
- Example, real estate: asks buy or rent, area, size, budget band and timeline, then hands a summary to the responsible agent. It does not confirm availability or prices on its own.
- Example, restaurant or venue: takes table requests, answers questions about the menu and parking, and sends group and event enquiries to the manager.
- Example, B2B service: collects scope, location, photos and deadline for a quote request. A person prepares the quote, possibly from an AI draft they check first.
- Example, online shop: answers delivery and returns questions from your policy and hands order problems to customer service. See UAE e-commerce website requirements.
English and Arabic
The assistant replies in the language the customer writes in. Arabic replies are generated by the language model from your approved content. We do not offer native-speaker Arabic proofreading. Have an Arabic speaker on your side review the knowledge base, the templates and a set of sample conversations before launch, just as you would for an Arabic website (see the Arabic website requirement in the UAE).
Do you need a WhatsApp chatbot in Dubai, and what do you need to start?
The Business app is enough if one person answers WhatsApp, volume is low and you do not need to connect a CRM. The AI Enquiry Desk makes sense if several people share the chats, enquiries arrive outside office hours, you run click-to-WhatsApp ads, or you cannot say how many enquiries each channel brought last month.
- A Meta business portfolio for your company; Meta business verification is usually part of the setup.
- A phone number that can receive Meta's verification code by SMS or voice call and is not tied to a personal account you still need.
- Your most common questions with approved answers, and a clear rule for who handles what.
- Access to your booking calendar or system, if the assistant should book appointments.
- A privacy notice on your website that covers WhatsApp enquiries.
How it works
Step by step
Map your enquiries
We go through recent WhatsApp chats with you and sort the questions: answered from facts, needs a person, or ends in a booking. We agree hand-over rules and who receives what.
Set up Meta on your account
Business portfolio, verification, WhatsApp Business Account, number, display name and business profile, all owned by your company.
Build answers and flows
Knowledge base in English and Arabic, qualification questions, booking connection, opt-in wording, and message templates submitted to Meta for approval.
Connect CRM and hand-over
Every enquiry lands in your CRM with its source, the responsible person is notified, and your team replies from a shared inbox.
Test with real cases
Your staff try the difficult ones: an unhappy customer, a question in Arabic, an off-topic request, a request for a human, a stop request.
Go live and measure
We track enquiries, time to first reply, hand-overs, bookings and enquiries per source, review them weekly at first and adjust the knowledge base.
Limits
What we don't do
- No cold WhatsApp outreach and no messages to bought or scraped lists.
- No unofficial WhatsApp Web tools and no automation of personal numbers.
- No general-purpose chatbot: the assistant only covers your business.
- The assistant never pretends to be human and makes no binding commitments on prices, availability or contracts; those go to a person.
- No medical, legal or financial advice through the assistant.
- No live demo chat on this website.
FAQ
Questions, answered briefly
What is the difference between a WhatsApp chatbot and the WhatsApp Business app?
The app is for manual replies on a phone with basic automatic messages. A chatbot that connects to your CRM, calendar and team needs the WhatsApp Business Platform, usually through Meta's Cloud API.
Can I keep my current WhatsApp number?
Usually yes. A number can move to the platform, and Meta also supports using the same number in the Business app and on the platform at once, with some app features switched off. We check which route fits your number first.
Will customers know they are talking to an AI?
Yes, we set it up that way. The assistant introduces itself as an AI assistant and hands over to a person whenever the customer asks for one.
Can the chatbot send promotional messages in the UAE?
Meta's policy allows messages only to people who opted in, and stop requests must be honoured. In the UAE, Cabinet Resolution No. 56 of 2024 on marketing by phone also covers marketing messages to consumers through social media apps and requires prior approval from the competent authority, so check promotional campaigns with your licensing authority or a UAE lawyer first.
Does it reply in Arabic?
Yes, in the language the customer uses. We do not offer native-speaker proofreading, so an Arabic speaker on your side reviews the content before launch.
What happens when the assistant cannot answer?
It says so and passes the chat with its history to the responsible person. It does not invent answers outside your approved content.
Do you have clients in the UAE?
Not yet. The setup runs in production in Germany at our sister company Schröer Digital UG, and we build the same way for UAE businesses.
